I also live in Chester Village and have had lights from neighbor’s buildings disrupt my household.
I had gone several times before the village board about the issue.
Board members eventually came by at night and sat in their cars in my driveway and deemed the situation OK.
What they did not see was that the inside of my house, my entire upstairs, where the bedrooms are, are flooded with light from these illegal lighting.
The village code enforcer might just as well be a blind man as he doesn’t make any effort to enforce the code as it pertains to the lighting situation.
I know of other residents who have suffered similar light issues.
My neighbor and I spoke and he installed a shield on the new light he was installing which helps but the original light is still in violation and lighting up my interior.
Shame on Chester for ignoring it’s own codes and laws.
